Go get the nearest PA suit from the crashed vertibird by the robot junkyard and add a jetpack at sanctuary. You should be able to jet jump as high as you want. The power armor jetpack is not intended to be used by holding down the jump button. It performs optimally by repeatedly pressing the button in short spurts.
